The fertility rate, which was as high as six in the late 1950s, fell to 1.83 in 1990, and as low as 1.24 in 2004. With just 4.4 million people, Singapore cannot afford to see its population shrink as that could affect its labor market and talent pool, as well as the more sensitive issue of racial mix. Dating programs and some financial and child care incentives don't seem to be working. Alarmed by the still-plunging fertility rate, the government has increased its financial incentives to encourage bigger families, amounting to cash gifts of $1,889 for the first child and savings of up to $12,000 each for the third and fourth child.
