Immigration and Congressional Apportionment
Steve Kamaroto, from the Center for Immigration Studies, argues that President Bush`s Guest-Worker Program will detrimentally affect Congressional apportionments. This is the first time I`ve heard this mentioned!

Well, don't forget the original Constitution allowed each slave to be considered as part of a person in order to boost the representation in Congress of the slave-holding states.
Not very nice, not at all.
However, there is no way, today, that non-citizens could be counted in order to boost congressional representation -- uh, is there?
